The Sebastian Court development includes demolishing the existing building and replacing it with three new build residential blocks. The new seven-storey buildings will provide a mix of one, two and three-bedroom homes totalling 95 affordable units, a community hall at ground floor, landscaped grounds including a children’s play area, and the relocation of the existing substation. The buildings have a reinforced concrete construction with flat slabs supported by blade columns and a central stair/lift core.

The site is constrained with a foul water public sewer running through the north, and a surface water sewer and Environmental Agency (EA) culverted watercourse running underneath the existing road parallel to the building. A foul water sewer diversion is required for the existing foul water sewer, and two build over agreements for building within 3m of a surface and foul water sewer. A Flood Risk Activity Permit is required by the EA for building within 8m of the culverted watercourse.

A Transport Statement was undertaken to understand the existing and proposed trip rates associated with the site. The site is proposed to be car-free, aside from disabled car parking spaces and a delivery bay. A parking beat survey was undertaken in the surrounding roads and a Travel Plan was produced which promotes the use of sustainable travel methods such as walking, cycling and public transport.
